James A. Brimson, MS
is the founder of the Activity
Based-Management Institute (ABM-I), which
provides a full range of process
management and improvement services. He
travels the globe providing training
related to process improvement and process
based accounting. Jim is world renowned
author. He has written over 12 books and
contributed to 20 periodicals on various
topics related to activity-based costing,
management, improvement and process based
analytics. He has recently traveled to
Dubai and China to provide training
seminars related to process improvement
and accounting. Jim is a know expert in
process management implementation projects
for virtually all aspects of commercial
industry and for the last 15 years has
provided support to state and federal
governments. Jim recently authored the
AICPA book on Process-Based Accounting.
Jim has held
several positions for Computer Aided
Manufacturing International Inc (CAM-I).
He led this international consortium which
ultimately developed and coined the term
activity-based costing. Jim was the
Coopers & Lybrand international
partner-in-charge for worldwide cost
management center for excellence. He has
held comparable positions in industry
related to cost management and process
improvement. He was on the executive
committee for Federal Accounting Standards
Advisory Board in developing the
managerial cost accounting standards for
U.S. federal government. Jim has an
undergraduate degree from Auburn
University, a graduate degree from Arizona
State University in Quantitative Science
and has an A.B.D from North Texas State
University with a major in Finance and
minor in Accounting.
Peter Chipman, MPA
is a budget analyst for the Federal
Transit Administration (FTA). His
background is in public administration and
environmental resource management. Peter
is responsible for the operation of FTA's
managerial cost accounting system, as well
as the new implementation of Process Based
Management. He is currently helping FTA
develop a long-term strategic plan that
will be published by the end of the year.
Prior to
joining the Federal Transit
Administration, Peter worked for the FAU/FIU
Joint Center for Environmental and Urban
Problems, which was instrumental in
coordinating regional efforts to balance
the needs of the human and natural
environment in Southeast Florida.
Peter has
a Bachelor of Science in Environmental
Resource Management and Planning from the
University of West Florida. His graduate
degree was in Public Administration from
Florida Atlantic University.
Kristine Lee Leiphart
is the Deputy Chief Financial Officer for
Budget and Policy for the Federal Transit
Administration (FTA). Ms. Leiphart
possesses a background in financial
management and strategic planning. She
had a principal role leading the U.S.
Department of Transportation’s (DOT)
Performance and Accountability Report when
she worked with DOT’s Office of the
Secretary.
Prior to joining DOT, Ms. Leiphart worked
for the RAND Corporation. She also served
as the finance and freight project manager
at the Southern California Association of
Governments. She started her career in
housing finance, structuring loans for
commercial and multifamily developments
using grants, tax credits, bonds, and
private funds.
Martin (Marty) Rajk, MBA
is the Deputy Assistant Commandant for
Resources and Deputy Chief Financial
Officer for the U.S. Coast Guard,
providing leadership on the day-to-day
financial operations, budget, programming,
long range planning and policy development
processes of the agency.
Marty has
extensive and progressive experiences in
leadership positions amongst several
Federal entitities in developing and
implementing successful business
strategies, including: NASA, as Assistant
Chief Education Officer for Strategic
Investments; Transportation Security
Administration, as Senior Program Advisor
to the Chief Support Systems Officer;
Economic Affairs, as Chief Financial
Officer and Director of Administration in
the Department of Commerce; Census Bureau,
Budget Office in the Department of
Commerce Federal Deposit Insurance
Corporation, as Chief, Budget Formulation
and Execution; Resolution Trust
Corporation, as Deputy Budget Officer;
and, U.S. Coast Guard, as Budget Analyst.
He began
his federal career as a commissioned
officer in the U.S. Coast Guard following
his graduation from the U.S. Coast Guard
Academy, serving in positions in New York,
NY, Washington, D.C., and Honolulu, HI.
Marty holds a Master of Business
Administration from The George Washington
University and has received numerous
performance recognitions and awards.
He has led
projects and maintained accounts
relationships with executives from most
entities within the federal civilian
government e.g., Transportation Security
Administration, United States Coast Guard,
Citizenship and Immigration Services,
Department of Veterans Affairs, Veterans
Benefits Administration, Centers for
Medicare and Medicaid Services, Department
of Treasury Financial Management Service,
Internal Revenue Service, Department of
Commerce, Drug Enforcement Administration
and the National Institutes of Health.
Prior to
his consulting experience, Mr. Williams
had been Vice-President for two businesses
in the local restaurant and recreation
communities. He’s worked as a federal
employee for 11 years in various
capacities and knows first-hand the
requirements for financial and performance
management.
Mr.
Williams is a recognized subject matter
expert in government financial and program
management, including Activity-based
Costing and Management. He co-authored
the Managerial Cost Accounting Standard
for government. He has written many
articles and given countless presentations
to audiences throughout the United
States. Mr. Williams provided
Congressional testimony related to
financial management and centers of
excellence in federal government. He’s
currently conducting his 6th
annual survey of the CFO community. |
