GUEST SPEAKERS

Drummond Kahn, M.S., CIA, CGFM, CGAP is Director of Audit Services for the City of Portland, Oregon.  He leads ten auditors in conducting performance audits of City operations.  The office won the 2006 Silver and 2005 Gold Knighton Award for best audit from the Association of Local Government Auditors, and received AGA's Certificate of Accomplishment in Service Efforts and Accomplishments Reporting for 2006, 2005, and 2004.  The office produces performance audits on a variety of City programs, including police, fire, water, sewer, and streets.  Prior to joining the City, Drummond served in the U.S. General Accounting Office, as State Audit Administrator for the Oregon Audits Division, and as Chief of Audit Services for the Oregon Department of Transportation.  He has conducted training for auditors and financial management professionals through AGA national, regional, and chapter conferences, to IIA national and regional conferences, and the Association of Local Government Auditors.  He serves as an adjunct associate professor in Portland State University's Master of Public Administration program, and on the adjunct faculty at the University of Oregon's Lundquist College of Business in the Master of Accounting program.  He has conducted training overseas for the USDA Graduate School's International Institute.  Drummond served as president of AGA's Portland Chapter in 1994-95 and on AGA's National Committee on State and Local Government.  He is a member of the Editorial Board of AGA's Journal of Government Financial Management.  He received AGA's Special Achievement Award, GAO's Regional Manager's Award, and was recognized as one of the Portland Business Journal's "Forty Under Forty".  He holds a master's degree from the University of Oregon, a bachelor's degree from Whitman College, and is a Certified Government Financial Manager, Certified Internal Auditor, and Certified Government Auditing Professional.

Rebekah Stephens serves as Planning and Performance Coordinator for the Metropolitan Government of Nashville and Davidson County in Nashville,Tennessee.  She first became involved in managing for results in Metro Nashville Government as a volunteer facilitator from the Department of Law, when she started work in 2002. She joined the Office of Management and Budget as a member of the Planning and Performance Team in 2004.  Rebekah has helped lead several significant innovations in Metro Nashville's managing for results initiative, including creating a handy "pocket guide" to planning and performance that has been distributed to hundreds of managers across the government and developed a highly innovative Strategic Management Training course for managers that leads them through interactive exercises and case studies.  She also helped lead the team that created both Metro Nashville's first Performance Report in more than 30 years, as well as the accompanying website, the Citizen's Guide to Metro's Performance, that has attracted over 8,000 unique visitors in the 8 months it has been online.  Rebekah graduated from Middle Tennessee State University with a Bachelor’s in Psychology.

In March 1994, Mike Taylor became Stockton, California’s first City Auditor. In this Council appointed position, he is responsible for managing the independent audit function for the City. Prior to working in Stockton, Mr. Taylor worked as an auditor and audit supervisor with the City of Roanoke, Virginia. He has also been a controller in a non-profit organization and worked as a staff accountant in a regional public accounting firm.  Mr. Taylor is a past president of the Association of Local Government Auditors (ALGA), serves as chair of the peer review committee, and represents ALGA on the National Coordinating Committee for the Key National Indicators Initiative (KNII). He has been a board member and officer in the Southwest Virginia and Sacramento chapters of the Institute of Internal Auditors.  Mr. Taylor earned a Bachelor of Science degree in accounting from Virginia Tech. He is a certified public accountant (Virginia) and a certified internal auditor.

DESCRIPTION

The New York Capital Chapter AGA,  in conjunction with the State Comptroller’s Office, National Association of State Auditors, Comptrollers and Treasurers (NASACT) and the Association of Local Government Auditors (ALGA) is pleased to announce a new and increasingly important topic to our audio conference schedule: Everything You Wanted to Know About Performance Reporting, But Were Afraid to Ask!
Is your government thinking about producing a performance report for internal and external use? Do your constituents want to know more about the government’s activities and accomplishments? Does your legislative body need information that can help make the tough budget decisions? Does internal management need performance measures to gauge the success or failure of its programs? With transparency and accountability as the watchwords for effective, efficient and honest government, performance reporting should be on the political agenda of any official who wishes to convey how and on what government is spending tax dollars.
To share their practical experiences in performance reporting, three performance report preparers will explain the positive results achieved with their use of a performance report. Join Drummond Kahn, CGFM, CIA, Director, Audit Services, Portland, Oregon; Rebekah Stephens, Planning and Performance Coordinator, Metro Nashville, TN; and Mike Taylor, CPA, CIA, City Auditor, Stockton, CA, as each of them discuss how their governments are using the performance reports. First time AGA Certificate of Achievement in Service Efforts and Accomplishments award recipients, Ms. Stephens and Mr. Taylor, will also explain why their municipalities needed a performance report to drive changes within government.  Mr. Kahn will share how the Portland, Oregon performance report has matured over the past 17 years and how it is being used to improve government services today.
Please join us for two hours of lively discussion about this important and timely topic.  In addition to the speakers’ commentary, there will be approximately 20 minutes for Q & A so that the participants can ask the speakers questions and share their own experiences.
